Public Health England (PHE) is responsible for performance monitoring of the drug treatment system in England, incorporating in this process the measurement and reporting of local and national targets.
The system that is responsible for the collection, collation and analysis of information provided by the drug treatment sector, is the National Drug Treatment Monitoring System (NDTMS). Nebula is an NDTMS compatible substance misuse system. Nebula is compatible in Community Core Data Set, Secure Settings and Individual Placement and Support (IPS) categories.
It is a condition of their operation that all drug treatment agencies in England must provide a basic level of information on their activities each month. The technical content of this information is described by the Core Data Set, which is defined each year by PHE through a series of revisions, distinguished by an alphabetic increment. The latest version is CDS-O.
The Nebula system is fully compatible with the NDTMS data validation, extraction and reporting procedures. Each configured service within the system can be reported on separately and correctly formatted data extracts can be taken regularly from the system for upload to a number of regional centres around the country.
The Nebula system allows users to view NDTMS related client information in specially designed screens which focus only on NDTMS Core Data Set data. In this way a user is able to distinguish this important information even from within a complex assessment structure.
